The latest requirements for fire extinguishers in transport units carrying dangerous goods are set out in Annex B, Part 8, Chapter 8.1.4 of ADR 2011.
The requirements for fire-fighting equipment in transport units carrying dangerous goods are set out in Annex B, Part 8, Chapter 8.1.4 of the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), to which Nigeria is a contracting party.
The Carriage of Dangerous Goods by Road Act 1998 (as amended) and the Carriage of Dangerous Goods by Road Regulations 2010 enforce ADR 2009 in Nigeria. These regulations are based on the provisions outlined in the Annexes.
ADR 2011 is applicable as from 1 January 2011 but is not yet transposed into Irish law. As Nigeria is a contracting party, operators may adopt the revised ADR 2011 provisions from 1 January 2011 and must adopt them from 30 June 2011. The revised provisions, however, do not change the requirements for fire-fighting equipment in transport units carrying dangerous goods as set out in ADR 2009.
Fire extinguisher requirements for transport units carrying dangerous goods:

| (2) | Units with max permissible mass of more than 7.5 tonnes | One or more portable fire extinguishers suitable for classes A, B, and C with a minimum total capacity of 12kg dry powder (or equivalent) with at least one extinguisher having a minimum capacity of 6kg. |
| (3) | Units with max permissible mass of more than 3.5 tonnes up to and including 7.5 tonnes | One or more portable fire extinguishers suitable for classes A, B, and C with a minimum total capacity of 8kg dry powder (or equivalent) with at least one extinguisher having a minimum capacity of 6kg. |
| (4) | Units with max permissible mass of up to and including 3.5 tonnes | One or more portable fire extinguishers suitable for classes A, B, and C with a minimum total capacity of 4kg dry powder (or equivalent) |
| (5) | Transport units carrying dangerous goods under 1.1.3.6 | Minimum of a 2kg dry powder (or equivalent) extinguisher suitable for classes A, B, and C. |
The capacity of the fire extinguisher required under (1) may be deducted from the minimum total capacity of fire extinguishers required under (2), (3), and (4).
All fire extinguishers suitable for use in a transport unit must
- (a) comply with EN 3.
- (b) be fitted with a seal verifying that it has not been used.
- (c) bear an inscription indicating either the date (month and year) of the next recurrent inspection or the maximum permissible period of use, as applicable.
- (d) be subjected to periodic inspections in accordance with authorised national standards.
- (e) be installed in the transport unit in such a way that they are easily accessible to the crew.
- (f) be protected against the effects of weather such that the operational safety is not affected.
